“And it is further agreed that no person not a member of said bands, parties hereto whether white, mixed-blood, or Indian, except persons in the employ of the Government or located under its authority, shall be permitted to locate upon said lands, either for hunting, trapping, or agricultural purposes.” — (Sisseton-Wahpeton Oyate of the Lake Traverse Reservation, SD)
